Navigators for a Healthy Louisiana-Navigator

Statement of Purpose
 
The State-wide Lead Navigator will facilitate enrollment in qualified health plans offered by the Insurance Marketplace Exchange and provide information, to the currently uninsured or underinsured populations, in a manner that is culturally and linguistically appropriate to their needs in their assigned community. Navigator will be required to assist individuals in-person, over the phone, and virtually.
Major Tasks, Duties, and Responsibilities
 
  1. Conduct public education activities to raise awareness of the availability of qualified health plans.
  2. Distribute fair and impartial information concerning enrollment in qualified health plans, and the availability of premium tax credits and cost-sharing reductions.
  3. Facilitate enrollment in qualified health plans.
  4. Create short, easy to understand group presentations which reach multiple people at one time.
  5. Conduct outreach, education and enrollment and present the options available, in the State of Louisiana, under the Affordable Care Act as it relates to the Exchange.
  6. Provide referrals to Louisiana Department of Insurance, health insurance ombudsman or any other appropriate State agency, for any enrollee with a grievance, complaint, or question regarding their health plan, coverage, or a determination under such plan or coverage.
  7. Provide technical support to other Navigators on issues such as eligibility, marketplace, appeals, etc.
  8. Assist in the development of technical information to be disseminated to the community.  This includes but is not limited to website info, and newsletter info, marketplace info, and other important marketplace changes.

Job function/ skill sets requirements: 

- Highly skilled in computer technical savvy.
- BA/BS Degree from a four-year college or university preferred.
- Experience working with large groups of people.
- Experience with Consumer Health Insurance enrollment preferred.
- Demonstrated/proven community outreach abilities.
- Must have a drive to succeed, a winning attitude, and an interest in helping consumers navigate the health insurance marketplace.
- Must demonstrate a nonbiased approach to the Patient Protection and Affordable Care Act.
- Cannot have conflicts of interest, financial or otherwise.
- Must comply with the Exchange's privacy and security standards.
- Demonstrated experience in building community and consumer relationships.
- Proven knowledge of computer software applications.
- Excellent data entry skills, including proficiency in Excel, Word, Salesforce, and other online platforms.
- Proven competency in navigating websites and assisting consumers with filling out online forms.
- Well-developed oral and written communication skills.
- Excellent phone skills, including appointment setting and scheduling.
- Proficiency in navigating computer application systems and methods.

Training
 
The Navigator will be responsible for participating in all training activities required by the ACA, HHS, and the State of Louisiana as well as any additional training needed to perform Navigator duties. This includes but not limited to:
  • 30-hour HHS Certification (Must be certified to conduct Navigator duties)
  • Navigators for a Health Louisiana Training
  • Advocacy Center Training / Working with Disabled Communities
  • Cultural Competency Training / Working with Non-English Speaking Communities
  • Any state certification training or licensing requirement needed to operate as a Navigator in the State of Louisiana.

  • Non-traditional work hours that could include weekends.
